ADT in strong rebuttal of bus owners' claims

The Transport Authority (ADT) this evening stood by the emission tests being conducted on route buses and said it had no problem about showing the bus owners’ association the technical qualifications of the people conducting the tests.

The ADT was reacting to an earlier statement by the Public Transport Association, which represents the bus owners.

The association had called for talks with the Transport Ministry and the ADT with a view to resolving the current dispute over emission testing of buses.

The association said it had been complaining with the ADT for several months over the way the emission tests were conducted. This, therefore, was not a case of defending a particular bus driver. It said it was continuing to insist that the ADT show it the qualifications of the persons carrying out such tests.

If the government was really concerned about the health hazard of emissions it should proceed with the 1995 agreement for the replacement of the old buses, the association added.

In its reply, the ADT said it could not accept the claim that the buses were belching fumes because they were old.

All the route buses on the road had passed their VRT test. Facts showed that excessive emissions were the result of adjustments made to the buses after the VRT.

Indeed, buses which failed the emission tests in the morning passed the test by the evening.

The authority said it could not accept to have bus drivers controlled the tests. What the association was suggesting was like allowing exam candidates to set the exam paper!

The authority said, however, that it had no problem with the members of the association inspecting the technical certification if the testers when they called at its offices.

The ADT appealed for common sense and urged the authority to allow the law to be properly enforced and do its best to ensure that its members conformed.

I hope Dr Gatt is reading these valid comments. Readers are all clamoring for action, and he has the support of the electorate whatever colour. so please can we have a show of teeth and immediate action please? Or are the bus owners considered untouchables, even by Minister Gatt himself?

Once we were promised that all the old buses have to be scrapped, since millions of liri were given to the bus owners as subsidies to buy new buses! So how come that we still have OLD buses on the road?
Why have we taxpayers paid for these subsidies, when the owners still have their old buses and use their old ones for Public transport, while they leave the new ones for their "Private" work.
Can someone tell us what is the average income of the bus drivers/owners? I am sure that they are in a class of their own.
Maybe they claim that they work long hours! Why is it that they work long hours, when everyday on our roads there are almost half of the buses (providing Public Transport), while the other half are either garaged, or otherwise doing private work?
Can the Office for Fair Competition investigate this, since it is unfair on the owners of Private Coaches who buy their coaches without any Government subsidy?

Dr GATT, take action please! This time, even Labourites, and Alternattiva Demokratika supporters will back you!!

Is it possible that there is anyone (with the exception of the PTA and the bus drivers) who doesn't want a more efficient and environmentally friendly bus service?
It's the same old story of entrenched attitude not wanting change... Well like it or not, at SOME point the PTA are going to have to be dragged, kick and screaming most likely, into the 20th century (21st might be a little ambitious!) It may as well be sooner rather than later, so please minister, bite the bullet and do what is very obvious to all road users needs to be done: revamp the system. And not the usual whitewash - a total overhaul... You will certainly not be losing any votes over it....

Once again, what a cheek!! Haven't we taxpayers forked out enough money for this section of the population? So they want the government to replace the old buses. This poor attitude that many of us want everything for nothing must stop. I worked for 41 years in the private sector and nobody gave me anything for nothing. This is very unjust.
So they failed the VRT in the morning but passed in the evening. Mickey Mouse is too serious for this country!!!!!!!!! If these people were helpful and courteous when doing their job, perhaps, I repeat perhaps, some of us could try and have (still very difficult indeed) some
sympathy for them. Once again, there are some of them who are helpful and friendly but a very small percentage. Everybody can see from here that the whole population is up in arms against them and with reason. Therefore, yes, they have to do the emission tests as the law stipulates and if they do not pass the bus is grounded plus a hefty, but very hefty fine. Can't they understand that they are jeopardizing the health of their families too? Or even this they cannot comprehend? Mr Minister, please GET ON WITH IT. You have the backing of the whole population, less some of course!!!

Minister Austin Gatt call the PTA's bluff AS OF NOW. THEY'RE TAKING YOU FOR THE PROVERBIAL RIDE.
Failing which I am afraid you will go down in history as the man we all thought would have the guts to do something.........but did sweet nothing.
And once again it was blah blah blah.
Please note that all of us WOULD HAVE BACKED YOU. SHAME !!

The PTA needs an in depth examination of conscience by an independent examiner. The PTA's arguments are an insult to people's intelligence. Malta requires buses which are representative of a country in the European Union for the year 2008. The PTA needs to stop moaning about the changes which are necessary and are already being made too late! The PTA can be compared to a moaning child who does not want to take it's medicine! For their sake and the sake of the country - get up to standard! WELL DONE ADT!

Everyone can see the obvious: that black smoke emitted from most buses (and loads of other heavy vehicles to be honest) shouldn't be there. Now if the government really delivers what it promises i.e. reducing the 'environmental deficit', then the outcome of this farce should be obvious.

Please, for goodness' sake, take some real action.

further to my contribution further down i am willing to bet on a standard .50c ticket with effect from a few weeks following the usual threats of industrial action and maybe the carrying out of some and the usual promise of better service and care for enviornment. In the meantime bus no. XXX happily goes along leaving behind it a dark cloud of black smoke with the driver happily singing to himself "I am the one and only".

Funny how the Minister has not come out with a tough statement this time.
The bus drivers are an insult to our common sense. Who needs emission sms's. just stand at the Strand, Gzira, (no hills) and watch the buses fume. Minister are we going back to the old times, where might is right. ??? Look after your citizens and you'll get more than just a few votes. You'll get our respect. Otherwise sad to say, but seems the teeth have disappeared.

1. Liberalise all forms of public transport by creating period contracts with stiff conditions in the case of buses.
2. Create a group of inspectors whose remuneration is basic with hefty increases in their remuneration directly related to their ability to report mishaps, whihc has to be supplemented with hard evidence (such as photos, videos, witnesses). They would monitor that conditions of service are adhered to, with an incentive to do so.
3. Remove all monopolies of how many licences can be granted, etc. Let them COMPETE for good service and cheaper prices.

Sarah Jane Gatt, that is because the bus driver does not switch on the air conditioner since like that he’ll be able to squeeze the last cents from every journey made!! The public transport in Malta suffers from a lot of problem. The most obvious problem is the conditions in which the busses are. The second most obvious problem is the conditions of our roads, although lately there has been an improvement in this area! However there are two problems which are not mentioned that often! Some (AND DEFINITLY NOT ALL) of the bus drivers’ attitude is horrible! For some of these, wearing a shirt and a pair of trousers as should seem to be an impossible challenge. Others lack the most basic gentlemen manners in the way they act and talk. Additionally you have those who actually forget they are driving a bus and do not mind jumping lanes to overtake a slower car. You also have those who don’t mind taking a cigarette breaks while driving even though the bus is filled with no-smoking labels. One way to convince people to start using public transport is to actually show them you care. The attitudes I mentioned above show how these people only care for one thing and do not have any respect for what they are doing. The second problem with public transport is punctuality! It is time that authorities started to do something serious in order to make sure that busses leave and arrive at destination on time! Anyways, hope Austin will do a good work!

Talk about what ??? When the matter involves clean air and a healthy environment, there is nothing else to do except to enforce legislation with an iron fist - no exceptions permitted. I have full faith in Minister Austin Gatt and I am sure he will not permit any beating around the bush from no one !

This is outrageous. Isn't it about time that we stamp out such nonsense. I mean how would anyone else try to get away with 108 emission reports in a couple of weeks ??

I am generally against liberalisation of basic services, but being that this has been the longest hostage sage on the planet its high time that drastic action is taken...

All this has come at a cost of tax payers money and of our environment....and as they say in italian .. il terzo gode, as the car importers are glad that we have a non existent public transport system !

A good percentage of the private cars on the road are pre 1995, Yet all conform to the emission regulations. So what is it with the pre 1995 buses? Do the owners expect- rather demand that their buses should be let off the emission control regulations! Since the Association is disputing the testers’ qualifications should those buses which passed the emission test (40) be called back for a re-test?
If the fuel grade was the problem than all the buses will be emitting excess fumes. As regard reform, while there are some drivers and buses which get close to a preferred service, the rest expect that we should be grateful just to have them on the road!
While we are considering about subsidising companies who are employing thousand and helping the Maltese economy in the balance of trade the PTA is demand that its members will be above the law and expect that the Maltese will help them to keep this status quo by accepting their non service and keeping shelling out extra euro in fare increases.

WHY SHOULD PUBLIC TRANSPORT VEHICLE OWNERS GET THOUSANDS OF EUROS SUBSIDIES INCLUDING TO BUY THEIR BUSES WHEN I GET NOTHING IF I CHANGE MY CAR?

We're fed up driving behind these old trucks (actually they can't be called public transport buses) with our kids (and ourselves) inhaling filthy black toxic fumes. SHAME!!!

Malta is a full member of the EU.... or this "does not" apply?

At last let the government take a strong stand. The whole country is behind them....

Let's take back the subsidised buses ( many being used for private work) and have a private company come in a run them on main routes from each village. And then open up the roads to private enterprise who will flourish by giving a good customer service

Whilst I agree with the emissions problem, another problem that is occuring with the new buses is lack of ventilation, a plus for the older buses, the new buses in summer are like travel in a oven, and seeing as not one of them has a/c, i would rather travel on an older bus, can't the exhaust problems be sorted, engines fixed etc.

I appeal to the Minister to take a firm stand. Indeed they have a nerve. They have been riding roughshod over everybody and going their own for decades.These obnoxious emissions have to stop once and for all; not only from buses but also from all other heavy vehicles. Furthermore, they should pay much more for their road licence; why just €90 when cars pay up to €150? They pollute and damage the roads and hence their licence fee should go up according to the weight of the vehicle and power of their engine. The polluter pays principle should be introduced and I would suggest a tariff structure of between €200 and at least €500 according to their weight.

This is so funny..... When I undergo the VRT tests for my car I must abide to the law and be in line with the emissions standards and my car is 8 years old. Moreover, even though I pass the VRT I still have to deal with the emissions alert system used by ADT when need be. But these people are above the law!

The Public Transport Association should open talks with the government in order to subsidise the conversion from diesel engines to maybe gas driven ones if they really want to solve both the emissions and excessive fuel costs issues.

I am one of those persons who though it was a good idea at the time to have a number where one could report excessive emissions. But when years later we are still dodging clouds of noxious fumes why bother. To add insult to injury the last ADT report told us that not more than a dozen buses where found to be guilty of excessive fumes. Please do not insult the public. Why do they have to wait for the public to report the same bus 3 times. Where are the wardens, the traffic police which we see standing at busy junctions...don't they see and breath what we do? Or is this not in their remit. It is disgusting that some in this country are allowed to flaunt the law whilst the other have to grin and bear it. Enough talk...action please.

We have succeeded in eradicating old practices and even bird hunting, now let's succeed with these bus drivers who think that Malta owes them a living. No sir, we are fed up with this bunch and with the present public transport system and with the Public Transport Association. Enough is enough. let's reduce the buses in the first place, replace the old ones asap, and then take away the monopoly from the PTA, and give it to the red mini buses. ENOUGH IS ENOUGH now.

what does all this mean:

1. meetings with the government
2. some sort of agreement for better environmental service which as happened in the past with all other agreements is never implemented.
3. government accepts an increase in price for bus tickets against no. 2

what will come out of all this:

a price increase in the tickets and that's all.

HISTORY REPEATS ITSELF OVER AND OVER AGAIN.
