The European Union this morning predictably suspended talks with Libya on a cooperation agreement.

An urgent meeting of the Political and Security Committee (PSC) is due to be held this afternoon to discuss possible further actions against Libya.

A spokesman for the Commission told The Times that “possible sanctions will be discussed” and that all the 27 member states “are encouraged to come up with concrete proposals” on the way forward.

The College of Commissioners this morning discussed the unfolding events in Libya and called upon Colonel Gaddafi to stop the violence and start talking to the people.

According to a Commission spokesman “the threats to his own people are not acceptable.”

Meanwhile, Home Affairs Ministers from southern European states are meeting in Rome to discuss the possible influx of migrants.

Italian Minister Franco Frattini said an influx of migrants of 'biblical proportions' was feared, with as many as 300,000 migrants crossing over to Europe.
