Opposition leader Simon Busuttil is in Brussels for the European People's Party summit, being held a few hours before the European Council meeting.

The migration challenge, refugees and European frontiers are on the agenda.

European leaders attending the summit include European Commission President Jean Claude Juncker, European Council President Donald Tusk, EPP President Joseph Daul, German Chanceller Angela Merkel and Spanish Prime Minister Mariano Rajoy.
