Over 3,250 stop-work orders issued for construction sites in four months
OHSA issued 98 fines, BCA issued 146 fines between February and May 2026
Over 3,250 stop-work orders were issued by the safety and construction authorities between February and May of this year.
The figures were provided in parliament by Planning Minister Jonathan Attard in reply to questions by PN MP Adrian Delia.
Delia asked the minister how many enforcement notices were issued over construction work that started without a permit, or in violation of the approved permit, during February, March, April and May of this year.
A total of 260 construction sites were issued a stop-work order by the Occupational Health and Safety Authority following routine inspections or complaints by the public. Of these, 56 sites were found to have started work without the necessary OHSA permits.
All these sites were ordered to stop work until they became compliant.
The Minister added that the Building and Construction Authority issued 3,001 stop-work notifications - 49 of which were through an enforcement notice.
These stop-work notices were issued by the Permits Department, as a consequence of expired documents or insurance policies, and the Enforcement Department if the officers notice something at the site that is not in line with the approved permit.
Delia also asked Attard how many of the enforcement notices related to construction works that started without a permit, or in violation of the approved permit during these same months, led to: (i) suspension of work; (ii) fines; or (iii) revocation of permits.
The minister said the OHSA issued 98 fines. The BCA, meanwhile, issued 146 fines, while no permits were revoked..
