A delicate matter

The letter (Overdue Apologies, September 11) prompts the question - what has happened to police investigations into the spate of arson attacks, all of them against people who (possibly totally coincidentally) opposed racist attitudes to immigration.

The last I read, many months ago, was that inquiries had reached a "delicate" stage. That sounded encouraging.

But is "delicate" an official expression meaning "abandoned"?
