A tricky way to raise revenue

I do not object to getting a parking ticket if this is legal and above board and due to my carelessness. However, I have to hand it to Victoria local council for the rather underhand way they got my Lm10. Somewhere around that bronze fountain, I parked my car and in the 10 minutes I was there had a ticket attached to my windscreen. I had read this notice.

"No Parking outside these time zones. Parking meters must be displayed". I was legally within the times stipulated but unfortunately am not in the habit of carrying parking meters in my car. I therefore looked around the vicinity for some timing device and a way of punching a timed ticket to leave on the dashboard for the warden to see. Asking around off passersby, I got a lot of "don't knows" and decided to park but left a note on the dashboard informing the warden of my time of arrival.

Apparently, the procedure is for the intended parker to first proceed to the council's offices and obtain a plastic card with numerals on it and an arrow to show the time of parking. That is all very well but people from Malta especially do not know this and there is nothing to inform them of this tricky procedure.

Moreover, any contestation of the fine imposed must take place in Gozo. This clever council knows that someone like me will not take the trouble to travel back to Gozo to appeal so I paid up. So take a bow Victoria council for your nice little earner. I trust one day you will look up the law and you will find that what you are doing is not approved under any system of justice in a court of law and hopefully, one day, there will be someone who will teach you the principles of fair play.
