To whom is the European Commission accountable?
The new Constitution for Europe does not change the European Commission's current accountability to the European Parliament. The Constitution states that the Commission, as a body, must be responsible to the European Parliament. The European Parliament may vote on a censure motion on the Commission. If such a motion is carried, the members of the Commission shall resign as a body and the EU Minister of Foreign Affairs shall resign from the duties that he or she carries out in the Commission.
