How is the President of the European Commission appointed?

The new constitution for Europe lays down that a candidate for the presidency of the European Commission is proposed by the EU prime ministers/presidents acting by a qualified majority. The candidate will then be elected by the European Parliament by a majority of its component members. If he or she does not obtain the required majority, the EU prime ministers/presidents, acting by a qualified majority, shall within one month propose a new candidate who shall be elected by the European Parliament following the same procedure.
