I ask all the readers whether it is more convenient to receive smaller utility bills every two months, on time, rather than having to cope with larger bi-yearly bills? At the moment I cannot understand this erratic system.

Another question about the system is whether the new meters can be equipped with a rechargeable pre-paid card system like the one in the UK. The advantages are many, both for the power company and for the customer. This way there will be no unpaid bills left behind for landlords, social cases can be given pre-paid cards directly and the company gets paid in advance to plan better.
