Bidnija ODZ farm eyed for 30-bedroom wellness centre
Objections raise environmental concerns
A disused farm on ODZ land in Bidnija could be transformed into a 30-bedroom wellness centre if a pending planning application is approved.
Application PA/03678/26 proposes the demolition of an existing livestock farm in Triq is-Sagħtar, Bidnija, in St Paul’s Bay, to make way for a wellbeing complex comprising 11 bungalows.

The application was submitted in January by applicant Francis Gauci and architect Ray Demicoli and is currently awaiting a recommendation from the Planning Authority.
Objections have already been filed on the Planning Authority’s website. One objector argued that “there is nothing environmentally beneficial about a tourist complex” and called for the application to be refused.

In Malta, development on ODZ (outside development zone) land is generally prohibited for standard residential or commercial projects.
Such land is designated for agricultural or rural use, where urban development is not permitted.
However, limited exceptions may apply, including developments linked to genuine agricultural activity or the replacement of derelict structures.
