Finance Minister John Dalli yesterday returned from Segovia, Spain, where he took part in an international seminar about EU enlargement, decentralisation and institutional reforms.

The seminar stressed that the Europe of the future should be driven by the increased capacity to manage diversity of the peoples within its borders, the Department of Information said.
