The Malta Environment and Planning Authority yesterday unanimously refused an application submitted by Gasan Enterprises Ltd for the development of Il-Pjazzetta, in Sliema.

The application was for the demolition of the villa known as The Clinic and the development of the existing open space.

The application had been adjourned in 2000 by the Appeals Board and the file was sent back to the Development Control Commission.

As a result, fresh plans were sent to the Planning Directorate in April, 2000, for the development of an underground car park and a building consisting of seven storeys and a penthouse.

Sylvio Farrugia recommended refusal on behalf of the directorate, arguing that the proposed development, in terms of the floor area, height and site coverage, was excessive and would lead to overdevelopment of the site.

He pointed out that The Clinic was scheduled as a Grade 2 building and therefore total demolition of the building was unacceptable.

In relation to Ghar il-Lembi Street, the height of the proposal exceeded the maximum limitation for Sliema as indicated in the temporary provision scheme.

Several residents and the local council argued against the development pointing out that Il-Pjazzetta was not just an unbuilt area but also an open area developed over a century ago into a square.

Alternattiva Demokratika welcomed Mepa's decision to refuse the application.
