How are non-legislative acts adopted?
The Constitution for Europe explains that a number of EU institutions may adopt non-legislative acts in the form of European Decisions or European Regulation. For example, the European Council (meeting at heads of government level) may adopt European decisions. The Council of Ministers and the European Commission may do so in particular in cases of delegation of European regulations and implementation of acts. The European Central Bank may also adopt European Regulations and decisions in specific cases provided for in the Constitution.
