I read with interest about the increased fines for littering and dumping. Before bringing yet another set of regulations onto the books would it not be infinitely better for the authorities to enforce the various laws and regulations already...

I read with interest about the increased fines for littering and dumping. Before bringing yet another set of regulations onto the books would it not be infinitely better for the authorities to enforce the various laws and regulations already theoretically in effect? Those on traffic, pollution, hunting, smoking and parking, for instance. To say nothing of the existing laws on litter.
