The U.K. Presidency, on behalf of the European Union, welcomed the announcement by Iraqi Prime Minister Ibrahim Jaafari on November 15 that he had established a committee to investigate the evidence of abuse of detainees at an Iraqi Interior Ministry building. The UK expressed the Union's wish to see the results of this investigation as soon as possible.
In its statement the EU emphasised the importance of full respect for human rights in Iraq. The EU expressed its deep concern that such abuses could have occurred within a government-controlled building.
The EU urged the Iraqi government to take all possible steps to ensure that such abuse is not occurring in other detention facilities and to prevent its recurrence. The EU emphasised that this behaviour is totally unacceptable.
It urged the Iraqi government to ensure that whoever carried out this abuse be brought to justice, regardless of rank or background. All allegations of abuse in Iraq must be investigated in a decisive, thorough manner.
