Does the EU Constitution allow EU citizens to vote in local elections of other members states?

Yes. The Charter of Fundamental Rights in the EU Constitution includes the right of every citizen of the Union to vote and to stand as a candidate at municipal elections in the member state in which he or she resides. These citizens will do so under the same conditions as nationals of that state.
