Are there specific areas in which the European Parliament may adopt European laws?
Yes. The new constitution for Europe lays down that, in specific cases provided for in the same constitution, European laws and framework laws shall be adopted by the European Parliament with the participation of the Council. These areas include regulations and general conditions governing the performance of duties of MEPs, the exercise of the right of inquiry and the performance of the Ombudsman's duties.
