Does the European Parliament have power on the compulsory budget?
For compulsory expenditure (for example agriculture), the European Parliament can only propose and it would be the Council of Ministers that finally decides. If the Parliament proposes an increase in expenditure, the Council of Ministers has to accept them by a qualified majority. If, on the other hand, the amendments made by the Parliament do not increase expenditure, then the Council of Ministers has to refuse them by a qualified majority as well.
