The General Workers` Union has stepped up industrial action in its dispute with the Water Services Corporation over the revision of the collective agreement.
The union said the government was continuing with "the unacceptable stand" it had taken since the beginning of negotiations.
The union said the offer made by the WSC was far removed from what WSC employees "deserved".
The GWU said that as from yesterday morning, employees in the heavy consumers, billing section and credit control division were directed not to process cheques of public entities and enterprises known as heavy consumers.
Employees were directed not to process files, bills and any kind of correspondence for government departments, local councils and public entities.
The district operations managers and principal foremen were directed not to attend meetings organised by local councils.
District principal foremen, foremen and clerks should not serve members of the public but should refer people to the customer service section at Luqa.
