High-quality urban development
Our aim for Paceville should be that it becomes a globally competitive, safe, vibrant, and high-quality destination for entertainment, tourism, and business
I refer to the editorial ‘The Manhattan project’ (June 23). The editorial takes issue with my ‘mini-Manhattan’ analogy, implying a disregard for anything but construction. My statement, made in the context of the Paceville Town Centre Management, was meant to convey a future of modern, high-quality urban development that redefines our island’s trade and appeal.
High-rises, rooftop pools and a modern urban skyline are indeed part of a bold, long-term vision to elevate Paceville’s standing as a prime entertainment and tourism destination. This is not about construction for its own sake but about creating superior infrastructure and amenities that can attract higher-value tourism and business, ultimately benefitting the entire Maltese economy. The pace and scale of development, while challenging, are indeed a necessary outcome of our commitment to economic progress and modernising our infrastructure to meet future demands.
The editorial asserts I “ignore the potential damage to other economic sectors”, citing the Paceville building collapse and its impact on tourism. This is a severe misrepresentation. As chairperson of the Paceville Town Centre Management, my entire career has been dedicated to nurturing and protecting Malta’s tourism and hotels, retail sectors and residents. I am acutely aware of the negative implications of such incidents.
My comments about development being “necessary” do not imply indifference to safety or quality. On the contrary, my advocacy consistently pushes for stricter enforcement, higher standards and greater accountability within the construction industry to prevent such tragedies and safeguard our reputation.
The vision for Paceville includes not just buildings but also improved public spaces, better infrastructure and a safer environment, all of which are crucial for a thriving tourism sector and town management.
The editorial’s insinuation that a push for development is linked to money laundering or hidden agendas is a baseless accusation. My role is to represent and advocate for legitimate businesses and economic growth. My focus is on ensuring that economic progress is achieved through legitimate, transparent means that benefit the nation as a whole. The construction sector, like any other, must operate under the full scrutiny of the law, and I have always supported measures to ensure accountability and ethical practices.

The editorial criticises the reliance on “cheap foreign labour” and the lack of accountability for worker deaths. While these are critical national issues that always require attention, they are distinct from the vision for urban regeneration itself. My advocacy for the business community includes the need for a sustainable and well-regulated labour market, where all workers are protected and fair wages and conditions are ensured.
I fully support rigorous enforcement against irresponsible developers and welcome any measures that would lead to individuals being blacklisted for negligence resulting in death or injury.
The “signs are there” as I said, indeed point to the need for better regulation, quality control and safety protocols across the entire construction industry, not to a halt in all development.
My “end product” is not just a “mini-Manhattan” in terms of skyscrapers but a Paceville that is a globally competitive, safe, vibrant and high-quality destination for entertainment, tourism and business. It’s about creating jobs, attracting investment and enhancing Malta’s overall appeal. This vision requires significant investment and development but always with the aim of elevating standards and ensuring sustainability for future generations.
I trust that the public will understand that my arguments are born from a deep understanding of Malta’s economic needs and a commitment to its long-term prosperity.
