The professionals' association at the Malta Environment and Planning Authority, UPAP, has ordered industrial action at the authority.

The members have been directed not to answer telephones, carry out external correspondence by fax or e-mail, reply to internal e-mails or attend meetings with the general public, consultants, architects and applicants.

The industrial dispute arose over the collective agreement, which expired in July 2001, among other issues.

Three months ago the union resorted to the Industrial Tribunal to resolve the issues but a tribunal to hear the case has not yet been set up by the Ministry for Social Policy.

UPAP apologised to the public for any inconvenience.
