When our state education system was completely centralised and schools were practically run from the head office of the Education Department we had one director, three assistant directors and about 20 education officers.

Today, 10 years into a process of decentralisation, when the bulk of school-related work has been passed on to the heads, and schools have become more autonomous, we have one director general, seven directors, 23 assistant directors and 44 education officers at the head office of the Education Department.

To me, this looks rather top-heavy.
