What kind of protection does the EU Charter of Fundamental Rights provide to the EU citizens?

The Constitution for Europe lays down that nothing in the EU Charter of Fundamental Rights shall be interpreted as restricting or adversely affecting human rights and fundamental freedoms as recognised, in their respective fields of application, by European Union law and international law and by the constitutions of member states. Nor shall the Charter be interpreted or restricting human rights as listed in international agreements to which the EU or all the member states are party, including the European Convention for the Protection of Human Rights and Fundamental Freedoms.
