Malta's educational system has seen several changes in the last years, but is it producing the desired results?

Why do illiteracy rates remain high and why do so many employers keep lamenting that they cannot find quality workers?

Is the system producing the right quality of teachers or are parents to blame? Are we seeing the right changes in our society or is it normal to wait for a generation to see the results?
