Yes of course. Malta as an EU member state has the right to have Maltese citizens working in EU institutions. There will be a Maltese director-general and other official positions would be filled by Maltese citizens. Maltese officials need not necessarily serve under the Maltese commissioner. On the contrary, the majority will serve under different commissioners and directors-general.
