The Labour Party yesterday laid stress on the need to revise the law enforcement and local wardens system in order to remedy a number of deficiencies.
MLP spokesman for justice and local councils Charles Mangion said the warden scheme was not really aimed at improving the quality of life, with appropriate enforcement where necessary, but rather at generating profits for the companies employing wardens.
With regard to the enforcement of environmental laws, statistics showed a total failure: out of 200,000 tickets, only one per cent involved the environment.
Dr Mangion was speaking about the justice ministry's report on the fourth year of the legislature, which he said consisted only of the "recycling" of what had already been said.
The report should have included an analysis of the effect of the wardens on the control of traffic and improving the environment, he said.
