The recent proposed legislation on alcohol consumption is very welcome. At least Malta is now getting in line with most European countries and reducing the level of alcohol allowed while driving. It is good to see that random testing for alcohol is to be allowed, and to be compulsory after any accident.
However, no amount of regulation is effective if there is no enforcement; this is sadly lacking in Malta. How many of your readers, myself included, have ever seen a car driver being breathalysed outside a restaurant, a party venue or after a festa? I, for one have never seen one.
Unfortunately, excessive alcohol consumption is not the only problem. Drug abuse exists, to an increasing extent in Malta. Other countries have introduced compulsory drug testing, by a saliva sample, at scenes of accidents. How long will it take for Malta to follow suit?
