Renzo Piano's parliament building in Valletta is in the list of best and worst new buildings in the world, featured in a Daily Telegraph review.

It seems, however, that the newspaper cannot decide in which category to place the building, although it slammed Piano's new Whitney Museum of American Art opened in New York on May 1.
