Italy is the latest country to introduce tough anti-smoking laws. Smoking is being banned in all enclosed areas in offices and public areas accessible to the public.

The Italian health authorities are giving 12 months for restaurants and bars to provide space for non-smokers which must be equal in area as that for smokers. And in Malta... nothing despite the ministry of health's promises that legislation is being prepared.

Information given in parliament recently stated that at least one person a day died of a smoking-related illness.

So why is the ministry dragging its feet?
