How is Mepa involved in implementing EU directives?
Through the past year Mepa coordinated the process of transposition of EU law to national legislation. A summary of all EU related legislation and the corresponding legal notices is now available on Mepa's website - www.mepa.org.mt. Mepa was also charged with the preparation of various dossiers for environment council meetings attended by the minister for the environment and for Malta's input to meetings hosted by the Dutch presidency under the environment theme.

What about monitoring?
Mepa regularly reported implementation progress to the government and the EU Commission. Monitoring reports were issued following an implementation seminar with all technical officers present to examine progress on each directive. A recent development in this regard is the stock-taking exercise carried out as groundwork for a monitoring database. This will enable the monitoring of tasks required for the implementation of the EU environmental acquis for which Mepa is responsible.

Where does the money come from?
Mepa applied for participation in EU projects, networks and programmes, identified project leaders and resource requirements. It was also the interface between the Office of the Prime Minister (PPCD) on all national projects funded by structural and cohesion funds. The Authority established a system for evaluating and monitoring projects submitted to Mepa with the help of two focal points on environmental permitting and EIAs and on planning permits respectively.
