In 2001, the EU set up the European Refugee Fund to help Member States with the reception of asylum seekers, the integration of refugees and in voluntary return programmes. Other initiatives also include the Dublin convention, which determines which EU Member State is responsible for dealing with any particular claim for asylum, and the Eurodac database, which will contain the fingerprints of all registered asylum-seekers in the EU.

Malta started to participate in meetings within the Centre for Information, Discussion and Exchange on Asylum (CIREA) in March 2000 and in the Centre for Information, Discussion and Exchange on the Crossing of Frontiers and Immigration (CIREFI).
