During negotiations, Malta confirmed its willingness to apply EU competition policy. However, a number of practices persisted that defied competition. For instance, until recently, most state-owned companies in Malta were protected from competition rules.

In sectors such as telephony, Malta preserved monopoly status both for the state-owned telecoms company and for private-owned companies in the mobile telephony and cable television services.

Telecommunications have now been liberalised and this resulted in a huge surge in the use of mobile telephones.
