Put in an application to Mepa for permission to build six-storey blocks.

Let the nearby residents examine the plans and register (or not register!) their objections.

After the deadline for objections is over, change the plans and now include a new 22-storey and another 24-storey block in the plan.

And, hey presto, Mepa approves the changes.

This is what happened at Pender Place.
