Pre-market consultation for Marsa phase of Harbour regeneration announced

Consultation will remain open for four months

The government is asking investors for their opinions on plans to regenerate Marsa.

Dubbed phase 1 of the Grand Harbour Regeneration Project, the pre-market consultation (PMC) divides the area into six sites.

Under the current plans, the government will turn Jesuit Hill into a residential neighbourhood, the old power station site into a mixed-use site, renovate the customs house into a cultural hub, refurbish the Mifsud Veranda into a food hall, and refurbish the potato shed and adjacent waterfront.

The consultation aims to gauge market interest and refine the scope, structure and objectives of the project. Investors will be expected to mostly stick to the designs and uses that the GHRC has already outlined.

The document was published on the government’s tendering website on Thursday, and the consultation will remain open for four months.

Speaking at an event, Gino Cauchi, who heads the Grand Harbour Regeneration Corporation (GHRC), said that the PMC follows a public consultation on the project that had mostly positive comments.

Minister Miriam Dalli, who is responsible for the regeneration of the Grand Harbour, said the project will leave a lasting legacy.

“The area remains mostly abandoned, but it has a lot of potential... the Grand Harbour is perhaps the most beautiful port in Europe. I want to make sure that we can enjoy all of it and can walk from one end of it to the other,” Dalli said.

“I strongly believe in our vision for the Grand Harbour, and to deliver it we must work together with the community and with those willing to invest in line with this vision".

"This is a project that primarily focuses on the Grand Harbour, but its value is national. It provides a clear direction on the type of investment we want for our country in the years to come,” Dalli said.
