The presidency of the council of ministers changes every six months according to an order fixed unanimously by the Council itself. For example, Ireland currently holds the EU presidency. This means that its ministers chair the council of ministers meetings. In July 2004, the Netherlands takes over followed by Luxembourg in January 2005.
