Project Green spending on activities increased by 1,300% in 2025

Minister says €180,528 figure includes 2024 expenses paid in 2025

Spending by government agency Project Green on the organisation of activities increased by 1,300% from €12,824 in 2024 to €180,528 in 2025. 

The figures emerged from a parliamentary question by PN MP Rebekah Borg to Environment Minister Miriam Dalli. 

Set up in 2023 with a €700 million war chest, Project Green is a government agency responsible for developing and maintaining public open spaces, including parks and urban greening projects across Malta and Gozo. 

In her reply to Borg, who asked for the reason behind the dramatic increase and the nature of the activities organised, Dalli said Project Green implemented a wider programme of activities aimed at families and the community in general.  

“This programme was intended to encourage the active use of public parks and to ensure that these spaces become lively environments that are used regularly by different sections of society,” Dalli said. 

The minister added that the costs for 2025 included expenses for activities that took place in 2024 and were paid for in 2025. 

A Times of Malta analysis in September showed the agency’s track record on completing projects has so far been mixed. 

Several of its landmark projects are stuck in the limbo of planning and procurement red tape, with other completed projects sometimes going under the radar, leading many to wonder when the promised green spaces would materialise. 

At the time, the agency said it planned to complete another 25 projects this year and would kick off complex procurement procedures for slower-burn projects like the long-touted Santa Venera roof garden. 

In October, it issued a call for tender for the transformation of the car park near the American University of Malta in Cospicua into a green recreational space. Works are due to start this year.  

The government said the €11m project will transform the current open-air car park into a vibrant public green space, featuring soft landscaping, a loggia, a children’s playground, and outdoor fitness equipment.
