What is qualified majority voting?
At present, each member state in the Council of Ministers has a number of votes according to its size. For instance, Germany has 29 votes, Malta has three. The new Constitution for Europe will change this system as from 2009. A qualified majority will be defined as at least 55 per cent of the members of the Council, comprising at least 15 of them and representing member states comprising at least 65 per cent of the population of the Union.
