Can anyone from Malta Transport (formerly ADT) enlighten us on how and when reserved parking spaces are allocated?

The reason I am asking is because of a particular case in Triq Censu Borg, Ħamrun.

From the information gathered by the neighbours, it seems that the reserved space was allocated to an elderly person to enable her to board the car in comfort when her family visits, which is understandable to a certain extent.

However, now that this person has been residing in an old people's home for well over a year, it is absurd to allow this space to remain reserved, especially since her family insists they still own the space.

According to residents, the local council agrees it should be removed as it had served its purpose, but it seems Malta Transport is refusing to eradicate this anomaly. Is it a case of who you know?
