Restoration grants reach eastern Malta in final phase of national scheme

Final phase of €33 million national investment opens to homeowners in Reġjun Lvant, with grants of up to €100,000 for restoration works

The Irrestawra Darek (Restore Your Home) scheme, which offers grants to restore facades of buildings in Urban Conservation Areas, has been rolled out for people with property in the east of the island.

€6.5 million has been allocated for properties within Reġjun Lvant (east region) that includes Birkirkara, Sliema, St Julians, Msida, Ta’ Xbiex, Lija, Għargħur and Pieta.

The launch marks the final phase of the €33 million national investment Irrestawra Darek u l-Villaġġ grant scheme aimed at regenerating Malta and Gozo’s historic urban cores.

During the launch of this last phase, Planning Minister Jonathan Attard and Planning Authority chair Johann Buttigieg also announced that the authority will be allocating a further €1m for scheduled buildings (Grade 1 and 2) which are found outside of Urban Conservation Areas.

Buttigieg said the authority has, so far, received a total of 2,021 submissions, which are currently undergoing the necessary verification process before proceeding to the second phase.

What does the scheme offer?

The scheme focuses primarily on the restoration of facades and traditional architectural features, helping to safeguard Malta’s unique streetscapes while encouraging the use of traditional craftsmanship and materials.

Through this initiative, eligible applicants may benefit from funding covering 100% of eligible restoration and maintenance works, up to:

• €15,000 for heritage buildings within UCAs

• €50,000 or €100,000 for Grade 2 and Grade 1 scheduled buildings, respectively.

What is the application process?

The application process for Irrestawra Darek u l-Villaġġ is carried out in two distinct phases:

Phase 1: Expression of Interest

Applicants are required to submit an Expression of Interest directly through the Planning Authority’s website or at its offices. No technical documentation is required at this stage, and applicants will receive a registration number upon submission.

Applications open on 18 June 2026 at 9.15am.

Applications close on  25 June 2026 at 9.15am (or when the allocated funds would have been fully subscribed).

Late submissions will not be accepted. Following this stage, the Planning Authority will assess eligibility and invite qualifying applicants to proceed to Phase 2.

Phase 2: Request for Funding

Applicants who qualify from Phase 1 must submit a detailed request for funding through the Planning Authority’s eApps system, prepared by a warranted perit. This submission includes:

• A formal application form

• Site plans and photographic documentation

• A work method statement

• Bills of quantities (BoQ) outlining the proposed restoration works

Applications will then be evaluated by the Planning Authority, and successful applicants will receive a Letter of Conditional Approval, outlining the approved works and funding.
