The Nationalist-led San Gwann local council has carried out just 35 per cent of its electoral promises, according to opposition leader Alfred Sant.
Speaking outside the San Gwann local council in the run up to the March 8 local elections, Dr Sant accused the council of squandering its revenue.
He said pavements in the locality were built recklessly while some roads remained untarmacked.
Dr Sant asked what had happened to the twinning agreement between San Gwann council and the Sicilian locality of Monreale.
A Labour-led council would insist on accountability and would carry out the required social projects in the locality.
Dr Sant described as "abusive" the Nationalist local councils' decision to draw up resolutions in favour of EU membership.
"This is using local councils for partisan ends," he said.
