After seeing the striking design of the Honolulu, Hawaii legislature building, which evokes the creation of the islands by volcanic upthrust, I was taken by the way the building seems to rise from the earth and is quite unusual, besides being part of the government.

Then, having enjoyed seeing the video of the Three Tenors in Rome at Caracalla, whose ruins make a magnificent backdrop, I believe it would be striking and suitable to somehow encase the opera house ruins within a dramatic design which would allow for contemporary artistic presentations (à la Caracalla) and also provide for the business of government with a new but complementary building above or surrounding the site. If done right, the new auditorium (theatre) could be used by Parliament for those events which require widespread community participation, thus saving the site and even making it more usable.

The downside is that such a design would require a very unusual and creative designer and they are few in number. As a former member of the National Trust for Historic Preservation I am very strongly opposed to destroying any portion of a historic community treasure to "make way" for a modern functional building.
