Obituary

BORG. On March 22, at St Luke's Hospital, GUZA of Lija, aged 80, widow of Carmenu, passed peacefully away comforted by the rites of the Holy Church. She leaves to mourn her great loss her children Mary Rose and her husband Alfred, Emma, Joe and his wife Natalie, and Mario, her grandchildren Claire and her husband Esam, Keith, Angele and Nicholas and her great- granddaughter Naomi, other relatives and friends.
The funeral leaves St Luke's Hospital tomorrow at 8 a.m. for Lija parish church where Mass praesente cadavere will be said at 8.30 a.m. followed by interment in the family vault at Burmarrad cemetery. Eternal rest grant unto her, O Lord and let perpetual light shine upon her. May she rest in peace.

CASSAR DESAIN. On March 13, in London, The Noble ROSEMARIE, after a long illness borne with Christian fortitude, passed peacefully away comforted by the rites of Holy Church. She leaves to mourn her loss her beloved brothers and sisters Lawrence, Veronica, Christine, Nathalie and Michael, her in-laws Bernard, Lino, Vivien, Patricia and Mieke, nephews and nieces, her aunts Alberta Cassar Torreggiani and Mary Falzon Sant Manduca, cousins, other relatives, and her many friends both in Malta and abroad.
The funeral will take place tomorrow at 3 p.m. at the Santa Maria Addolorata cemetery chapel, where Mass will be said for the repose of her soul, followed by interment. Donations to Dar tal-Providenza, Siggiewi, will be greatly appreciated. Merciful Lord grant her eternal rest.

FENECH. On Thursday, March 24, at his residence in Attard, JOE, aged 73 went to meet the Risen Lord. He leaves to mourn his irreparable loss his loving wife Marlene, his beloved children Mark and Sharonne, Joanna and Kenneth, Tonio and Anna, his adored grandchildren Ylenia, Tamara, Krystyna, Peter, Sarah, Michael, Andrea, Marcus, Michaela, Robert and Paula, his sister Miriam and her husband Maurice Debono, his brother Frederick and his wife Mary-Rose, his mother-in-law Tetty Ellul, his in-laws Joseph Ellul, Manola and Franco Masini, Sylvana and Joachim Wihl, Lawrence and Josette Ellul, nephews, nieces, relatives and friends. - R.I.P.

Appreciation - Joe Fenech

Anthony Joseph Mangion, (former Director of Ports) writes:
It is not an every day occurrence that a civil servant shows his appreciation to a politician. I strongly feel I owe Joe Fenech my appreciation since, as far as I am concerned, he was a true gentleman.

I first met Dr Fenech immediately after the 1987 election when he was assigned the portfolio for maritime affairs. I was then Director of Ports. Before that day I had never met with or even spoken to him. The beginning was somewhat difficult. Soon after he took office I went to France for an advanced course on port operations and management. To complicate matters further I was hospitalised for another long period when I returned from France. All this kept me away from the office for over two months. During this absence some persons did not depict me, to put it mildly, in a good light with Dr Fenech. The end result was that at a meeting I had at his office I verbally offered my resignation. He flatly refused it and assured me of his full trust in me as a civil servant.

On my part I assured him I was in duty bound to give my full loyalty to the government of the day.

The results achieved in a span of less than five years, thanks only to the drive, stamina, dedication and, I would even say, the impatience for results which Dr Fenech had are still there for all to see.

I consider the International Maritime Law Institute as one of his big successes. In spite of strong international opposition by many who argued that this legal institute of the International Maritime Organisation should form part of the World Maritime University in Malmo, Dr Fenech continued fighting on until he achieved his aim of establishing this institute in Malta. The hundreds of lawyers from all over the world who have so far graduated from this institute are surely the best ambassadors Malta can have.

Another big success of his was the setting up of the yachting centres in Msida and Mgarr, Gozo. When he initially broached the subject to me I was rather sceptical. But he soon won me over. We owe the yachting centres with the floating pontoons, as we know them today, to Dr Fenech and nobody else. His enthusiasm knew no bounds. Hardly had the last pontoon been laid when he started projecting another yacht marina, this time at Xemxija. He was fully conscious that the demand for berths would be a heavy one and that any capital investments in this field yielded quick and good returns. Unfortunately, when it came to the final decision he was outvoted. It is only now, after a long number of years, that we are reverting to his idea of establishing a yacht marina at Xemxija.

The extensive amendments to the Merchant Shipping Act carried out under his leadership and drive in 1988, 1990 and 1991 ensured that our country can compete internationally in this maritime sector. As a result, the gross tonnage under the Malta Flag increased dramatically from 1.7 million gross tonnes, when he took over, to 9.7 million gross tonnes when he left the maritime affairs office. The Malta Flag eventually reached the top 10 in the tables of maritime transport in terms of gross tonnage.

Another hallmark of his was the setting up of the Malta Maritime Authority. Such a proposal had been discussed and projected for years on end. He ensured the realisation of this viable proposition and the Authority started functioning on January 1, 1992, that is, some weeks before he relinquished his maritime portfolio to take up duties elsewhere. I consider this achievement as his last will in maritime affairs.

Thereafter we hardly ever met again and I still miss his friendly hug which was his particular way of showing appreciation for work done even when things did not always go as planned.

May God grant him eternal peace.

Road Closed

St Paul Street, in Naxxar will be partly closed to traffic today and tomorrow between 9 a.m. and 4 p.m., the Naxxar council said.

Easter Concert

The St Monica Choir will be presenting its annual Easter concert, called Rejoice, The Christ Is Risen, tomorrow at 7.30 p.m. at St John's Co-Cathedral, Valletta. Donations will be accepted in aid of abandoned children in the Philippines.

Adoration

The Apostolate of Divine Mercy will be holding an adoration and Holy Mass in preparation for the Feast of Divine Mercy at St Francis church, in Valletta, tomorrow from 5.30 p.m. to 6.30 p.m. All are welcome to attend.
