Reading the reports in Parliament of how the partial restoration of some of the natural rights of some of the owners could lead to the marginal restriction of some of the artificial rights of some of the tenants reminds me of an old story. There was a big football match and the crowd was such that some spectators ended up standing on the toes of other spectators.
By half-time the situation had eased a bit and one spectator asked the chap in front if he could please get off his toes. "But that would not be fair" was the indignant reply, "I get a better view by standing on your toes!"
