How will the EU Minister of Foreign Affairs be appointed?

The new Constitution for Europe lays down the procedure for the appointment of a Union Foreign Affairs Ministers. The prime ministers/presidents of the European Union (European Council), acting by a qualified majority and with the agreement of the President of the European Commission, shall appoint the Union Minister for Foreign Affairs. The European Council may end his or her term of office by the same procedure.
