Who prepares the Commission's proposal for law?

The proposals of the European Commission are prepared by its Directorates-General. The proposals are then submitted to the commissioners for examination and adoption. It is very important for European trade organisations and lobbyists to make their position known at the initial stage, when proposals are being considered. The more the draft proposal advances in the legislative process, the more difficult it becomes for the interested parties to have their views taken into account.
