According to The Economist of March 19: "As this week's Lisbon scorecard from the Centre for European Reform (CER), a think-tank, shows, a similar story emerges on energy and telecoms liberalisation, competition in financial services, industrial subsidies and the rest: countries that have been fastest to open their markets to competition have outperformed those who have been slowest - notably France, Germany and Italy."

Malta needs to ponder on this a bit and draw the necessary conclusions. Since independence Malta has constantly been a reluctant 'liberaliser'.

When it comes to restructuring, economic reform and measures intended to remove the practices that shackle economic growth, decision-makers tend to drag their feet. Timely action is important - if only they could learn.
