Twenty-two students from 14 countries yesterday graduated from the IMO International Maritime Law Institute (IMLI) during a ceremony at the Maritime Museum in Vittoriosa.

Three of the graduates - Nadia Scerri, Erika Vassallo and Lydia Zerafa - are Maltese lawyers.

The chairman of the IMLI governing board, William O`Neil, who delivered the graduation address, said IMO conventions required effective implementation in order to have an impact on the safety of shipping and prevention of marine pollution.

It was inevitable, Mr O`Neil said, that its effectiveness was dependent on the knowledge and skill of the lawyers who developed and managed the legal framework to ensure that quality shipping was able to prosper.

He said the IMLI was created to ensure that governments had access to trained, expert staff who could incorporate IMO instruments in their own legal system.

"The young people graduating will join the 230 previous IMO graduates from 89 countries or territories who have taken their acquired knowledge home from Malta.

"It is striking that IMLI graduates now occupy senior posts around the world - ministers of justice, attorneys general, chief justices and ambassadors and other equally important positions in their respective maritime industries` infrastructure."
