Three tenders have been submitted - two by the same company - to the Lands Department for the Qui-Si-Sana underground car park project and other facilities.
The call for tenders closed on October 10.
The first tender was submitted by C & F Building Contractors Ltd, while the second and third by W & M Zammit Tabona Ltd, which tendered different amounts for lease of the land, according to the schedule of tenders.
The Lands Department said the next step was to send "the highest tender and technical packet to the Malta Environment and Planning Authority".
The land would be given on temporary emphyteusis for 65 years. The planned facilities include commercial outlets at road level.
The development is in accordance with the revised Qui-Si-Sana development brief, prepared by MEPA.
The Sliema car park proposal dates back to 1998 when it was suggested by a group of businessmen and hoteliers, and the application for a one-storey car park under Ghar id-Dud was filed with the Planning Authority.
The government was to issue a call for tenders for the Qui-Si-Sana car park back in 1999 and residents had opposed the project, signing a petition protesting against certain sections of the Sliema development brief.
In December, 2000, it was announced that tenders for the Sliema car park and Chalet would be issued shortly. The Chalet area is to include a parking area for 300 cars, while the Qui-Si-Sana car park is intended to cater for a maximum of 960 vehicles.
