I was surprised to learn that a lecturer has been fined Lm500 for guiding a group of students (not tourists) on an educational and cultural tour.

The Malta Tourism Authority apparently does not realise that such educational outings organised by the schools are an integral part of the curriculum.

On the other hand the MTA is in duty bound to stop locals and, particularly, foreigners from acting as tourist guides without the requisite licence.
