Warden who didn't book cars

As I was driving to the garage in the same street, I saw a traffic warden in his car. He was a few yards away from this place so I went to the trouble of asking him why he was giving a parking ticket to one particular car and not to the cars that are always parked illegally at the side of the Diplomat Hotel.
He was not sure where the Diplomat Hotel was even though it was practically under his nose. So I volunteered to show him the place. He followed me in his car and I proceeded to park my car in our garage which is often blocked by lorries delivering goods to the two hotels in that street. After parking my car, I decided to check whether the traffic warden had done his duty or not.
Guess what? Not one car had been booked. Can anyone from those in charge of traffic wardens explain to me why some are punished and some can break the law and get away with it?
Unfortunately, I did not take the number of the traffic warden or the number of the car he was driving. Perhaps the appropriate authorities could find out who was the person on duty on the morning of May 21 at 9.30 a.m. in the vicinity of the Diplomat Hotel.
I am nearly sure my words will fall on deaf ears but maybe there is still someone who is righteous enough to do his duty.
